Two individuals have been detained as a component of an inquiry into the dumping of many thousands of tons of rubbish in a open field in the county of Oxfordshire.

Law enforcement indicated that a 69-year-old was detained at a dwelling in Andover, Hampshire, while a 54-year-old was arrested in Slough, Berkshire in relation with the enormous pile of rubbish deposited near Kidlington.

These detentions come after a prior revelation which exposed the operation of in excess of 500 unauthorized dumps throughout England, including at minimum 11 so-called "major sites" bigger than 20,000 metric tons.

A spokeswoman for the environmental authorities commented that the detentions were for ecological and proceeds of crime offences and were a "crucial step" in active investigations. The apprehended men have been let go on bail.

Size of the Situation

The tipping ground in near Kidlington, located between the river Cherwell and the A34 highway, is thought to contain about 21,000 tonnes of refuse in a mound which is up to 150m (490ft) in length and 6m (20ft) in height.

This mound of garbage is consists of what looks to be treated household refuse, chopped up plastics, polystyrene, tyres and other household articles.

It constitutes just one of 517 unlawful dumps throughout the country, at a minimum of 11 of which are estimated to hold in excess of 20,000 metric tons of rubbish. These encompass a 280,000-tonne location in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall and a 36,000-tonne tip in the county of Kent.

Most these sites are in rural settings, often out of sight, and on land that should be arable land.

Criminal Operations

Authorities say numerous are run by organised crime gangs, who are making money by demanding far less than licensed firms to take and dispose of waste.

Firms have to be liable for disposal fees to use legitimate waste facilities, contingent on the amount and nature of waste they are trying to discard, and landfill tax is also charged at just over £126 per tonne.

Community Anger

Initial work to remove the affected location began in recent weeks amid worries over the potential of blaze and the effect that would have on the close-by A-road.

A commercial waste removal firm has been granted the task to deal with the area over the coming 12 months period at a expense of £9.6m.

An compliance manager for the government regulatory team commented that the body would be seeking to claim back the remediation expenses under proceeds of crime laws from any party successfully prosecuted at the end of its ongoing investigation.

She noted that the recent arrests would help "push the investigation forward" and permit the agency to "pursue more lines of inquiry to ascertain precisely what transpired and who was a party to it".

The apprehensions were carried out on a recent Thursday by personnel from a dedicated crime unit and come after an previous detention of a 39-year-old from the Surrey area in last November. He was let go subject to additional enquiries.
